
Harassment is any unwanted physical or verbal conduct that offends or humiliates you. Such conduct can interfere with your ability to do a job or obtain a service.
Harassment is a type of discrimination. It can consist of a single or several incidents over time, and can create a negative or hostile work environment. The harasser may be a supervisor, a co-worker or someone providing you a service.
Harassment will be considered to have taken place if a reasonable person ought to have known that the behaviour was unwelcomed.
The Canadian Human Rights Commission accepts harassment complaints based on 13 grounds: race, colour, national or ethnic origin, age, religion, sex, gender identity or expression, genetic characteristics, marial status, family status, mental or physical disability, pardoned conviction and sexual orientation.
If you are being harassed, report it.
Steps to follow:
- Make it clear the harasser’s actions are not welcome
- Document your case. Written records
- If harassment occurs at work, contact your union
- If these steps do not get appropriate results and the harassment is based on one of the 13 grounds of discrimination prohibited under the Canadian Human Rights Act, you may wish to file a complaint to the Ontario office: (416)973-5527, fax: (416)973-6184

BILL C-65
Amendments to the Canada Labour Code contained in the Workplace Harassment and Violence Prevention Regulations came into effect on Jan. 1, 2021, and expanded the existing Prevention of Violence framework. Known as Bill C-65, these amendments will strengthen provisions in the Canada Labour Code by putting in place one comprehensive approach that takes all forms of harassment and violence into consideration. This will help departments to better prevent, respond to, and provide support to those affected by harassment and violence in the federal public service.
